Kilgor goes west to the Red Keymaster's Tent. Move hero 3 east to get the Blue Keymaster's permission. Get the Green Tent so hero 3 can move out of his corner. Then head Kilgor out of his area to the north as soon as you have the strength to kill the Green Dragons. Have all four heroes clear out the areas around them, getting the dwellings first. They should capture the creature dwellings as soon as possible - it is imperative that you do so! If you don't have them, then you'll run out of troops very quickly!
